Hope, Relevance, and Purpose in Practice: Data-Driven Strategies to Reduce Chronic Absenteeism and Boost Student Outcomes

What if we could predict and prevent future disengagement, dropout, and even incarceration—starting in elementary school? This session explores a transformative framework that reduced chronic absenteeism by over 31% in 18 months. Rooted in the doctoral research of Dr. David Diehl and informed by five major longitudinal studies, this model identifies early warning indicators of student disengagement and leverages them to drive actionable, tiered interventions.
Inspired by Dr. Diehl’s experiences working with system-involved youth and shaped by the urgent need to support students in marginalized, under-resourced communities, Selma USD built a data-informed, equity-centered approach that prioritizes student voice, relationship-building, and community partnership.
Participants will learn how Selma’s attendance teams, comprising social workers and newly hired Community School Liaisons, utilize predictive data, early literacy indicators, behavioral concerns, and school avoidance patterns to engage students and families proactively. 
This session will offer practical insights into:

  • Implementing a proactive, tiered attendance intervention model

  • Building systems that identify high-yield predictors of disengagement

  • Strengthening family-school partnerships through culturally responsive outreach

  • Addressing root causes of absenteeism, including academic, behavioral, and social-emotional barriers

Walk away with replicable tools, actionable strategies, and inspiration to reimagine how data, hope, and community can converge to change the trajectory of our most vulnerable students.

Engaging all Youth: Lessons Learned From Incarcerated Youth

Dr. David Diehl is the CWA Program Administrator for the Sanger Unified School District. Before entering education, he spent 24 years in law enforcement, retiring as a police sergeant. His Doctoral research was inspired by the 21 students he lost to gang-related homicides while a teacher in a detention facility in Central California. He has worked extensively with system-involved youth in court, community day schools, and other alternative educational settings. He is a proponent of data-informed interventions before the 6th grade and provides educators with increased awareness of the lives of street-socialized students from marginalized communities. He believes this approach can improve student engagement, increase resilience, and impede future incarceration.

What is a Student Threat and What is not?

This session will provide school administrators with a practical understanding of how to identify, investigate, analyze, and respond to student threats in a school setting. Participants will examine the distinction between behaviors or statements that constitute a credible threat and those that do not, helping leaders avoid both underreacting and overreacting in high-stakes situations. The session will address key components of the threat assessment process, including investigation, categorization, management, legal responsibilities, duty to inform, and potential disciplinary responses.
Through real-world examples and practical guidance, attendees will strengthen their ability to make sound decisions that protect school safety while also ensuring fair, appropriate, and legally defensible responses. This session is designed to help administrators build confidence in navigating complex student situations, understanding their responsibilities, and implementing response systems that are both supportive and responsive to risk.
